Many, many reasons.
We live in an evil world so bad things happening is inevitable.
We have free will as God gave us, he will not stop or intervene on our choices. And some of those choices hurt others.
God doesn't hurt anyone, the enemy does. When someone gives the enemy power to do the harm, that is free will.
But eventually, time runs out. And evil will pay its price.
The only covering against evil, is Jesus. And while he can't stop everything, he will be with you in the storm.
One day this war, that is already won by God, will come to an end.
And evil doers won't be laughing then.
The enemy will often leave people alone so that they never have to find God. We find God in the darkness, because he shines the light.
Blessed are you who go through hard times, because yours is the kingdom of heaven.
